Changes eBay is currently rolling out causes some seller names to not appear, and an issue with store items and international buyers, the latest version will work with the new format.
On a related note, I know there have been a lot of updates over the last week dealing with the major eBay redesign which are difficult to adjust for due to how they continue to send both the old and new web pages at random.
The plus side is once everything is done I believe there is a way to access the new format which is more robust than the old site. I'll also be able to clean out several years of old tweaks and redo the auction download code from scratch.

eBay is rolling out a new page page format to a few users a random, if you are affected by this and can't add/update auctions this update should fix it. If any fields aren't correct or missing, please let me know as these changes aren't yet affected me. If you update the auction you can then immediately send the auction.htm file from the program file folder. This file only contains a copy of the last item updated and is overwritten by the next one.
